Qualifications
Profile Carl joined the Ordnance Survey from The London Nautical School in 1967 and left Ordnance Survey in 2001 after 34 years. During that time he was involved in all aspects of geodesy, surveying and computing including the first digital mapping program to be given out to purchasers of OS digital maps (1977) and, as the OS’ Geodetic Adviser, both the recomputation of the Retriangulation of the British Isles for the European Triangulation (ReTrig), and later, the design and computation of the Channel Tunnel Geodetic network and map projection which was the first use of GPS (1987) with traditional astronomy and traditional triangulation methods in a 3 dimensional geodetic network. His final appointment with OS was within Intellectual Property (IP) and Legal matters including a secondment to Slovenia as lawyer to examine their IP laws prior to accession to the EU. His main work is as an Expert Witness in Boundary Disputes and Copyright matters involving maps, his latest case (2007) was in Singapore, appointed by the Singapore Land Authority. He writes a legal column for the RICS where he is also involved with RICS post graduate assessments. He still has a hand in European Geodesy: his last geodetic paper was on ‘EU law and Geodesy’ at the Austrian Academy of Sciences. Since 2003 he has been a Visiting Lecturer at UCL where he lectures on law in the Department of Geomatic Engineering. |
